关于新冠肺炎疫情期间乘机出行注意事项的通知(更新时间:5月21日)


为做好新冠肺炎疫情防控工作,保障广大旅客的身体健康,对于近期有出行需求的旅客,我们建议您仔细阅读以下注意事项,确保顺利出行。

一、厦航防控疫情措施

厦航按照中国民用航空局的相关意见,采取了严格的预防措施,包括并不限于:在值机、登机时使用红外线体温计对您进行体温检测;请您自备口罩(如佩戴N95口罩,应选用无呼吸阀的型号),并保持全程戴好;如果您有发热(≥37.3°C)、乏力、干咳等症状,服用退烧药,或者您不愿意接受检测,将被劝导终止行程。

如您曾接受过新冠病毒检测结果为阳性,或14天内有接触新冠肺炎病例、疑似病例、无症状感染者的情况,为了您和其他旅客的健康,建议您暂缓出行。

如您乘坐国际、地区入境航班,依据《中华人民共和国国境卫生检疫法》等法律法规及有关部门要求,为全面加强入境检验检疫工作,请您完整填写《中华人民共和国出入境健康申明表》,并对所填报的内容保证真实无误,以保障您与其他旅客的健康安全。如有不实申报,根据中华人民共和国有关法律法规的规定,您将可能受到行政、刑事处罚,对航空公司及他人造成损失的,根据中华人民共和国法律法规的规定将承担相应的法律责任。

对于高风险航班,航班会预留后三排座位,作为机上应急事件处理时设置隔离区使用,如您出现发热、乏力、干咳等症状时,乘务员将根据防控流程将您带至后排进行隔离。

厦航将依法保护您的个人信息,按照国家疫情防控的相关要求所收集的体温等健康信息仅用于疫情防控的目的,非经您的授权或国家法律法规要求,不会提供给除出发地、经停地以及目的地国家和地区政府、机场及其授权的机构或个人以外的任何第三方。

二、各地防控疫情要求

(一)根据《关于进一步做好境外入闽人员健康管理的公告》和《厦门市卫生健康委员会关于调整入厦人员新冠病毒核酸和抗体检测工作的通知》,对所有14天内有境外(含台港澳)旅居史的入闽人员(含入境经福州、厦门机场中转出港的人员),无论是外国公民还是中国公民一视同仁,均在入境地实行14天集中医学观察。

(二)境外入厦人员。14天集中医学观察期结束后,入境目的地为厦门的人员,仍需进行7天居家或集中医学观察;其余人员14天期满后立即离厦。入境人员第1天进行核酸检测,第13天进行“核酸+抗体”检测,第20天对入境目的地为厦门的人员,再次进行核酸检测。

(三)湖北入厦人员。1.入厦前7天内已做过“核酸+抗体”检测并阴性的人员,转14 天监督性医学观察;2.其余人员除14 天监督性医学观察外,需配合以下检测:第1天进行“核酸+抗体”检测,第7天进行核酸检测(入厦前7天内只做过核酸检测的,入厦时补做抗体检测;入厦前7天内只做过抗体检测的,入厦时补做核酸检测

(四)集中医学观察期间产生的食宿费用由观察对象自行承担。

(五)请各位旅客如实填报个人健康信息,并积极配合体温检测、医学巡查、集中医学观察、核酸和抗体检测等措施。对刻意隐瞒、虚报境外(含台港澳)旅居史,拒不接受集中医学观察或治疗,或不遵守居家观察有关规定,或是其他扰乱疫情防控工作的行为,造成新冠肺炎疫情传播的,有关部门将严格依法依规追究责任。

(六)目前各地均有采取措施进行防控,请各位旅客配合执行您航程目的地、中转地所在城市的防控规定。请您合理安排到达机场的时间,为防控措施的执行预留充足时间,避免不必要的损失。

三、中国民用航空局、中华人民共和国海关总署联合公告

为减少疫情跨境传播,从26国(意大利、美国、西班牙、德国、伊朗、法国、韩国、瑞士、英国、荷兰、奥地利、比利时、挪威、葡萄牙、瑞典、澳大利亚、巴西、土耳其、马来西亚、丹麦、加拿大、以色列、捷克、爱尔兰、菲律宾、泰国)已购买回国机票的中国籍旅客需要提前填报防疫健康信息。具体要求如下:

(一)自2020年4月8日起,已购票旅客在登机前需要提前通过防疫健康码国际版微信小程序,逐日填报个人资料、健康状况、近期出行情况等信息。特殊情况可由他人代为填报。

(二)2020年4月8日至4月22日为过渡期。过渡期内乘坐航班的中国籍旅客,应于4月8日起连续逐日填报。过渡期后乘坐航班的,应于登机前第14天起连续逐日填报。

(三)未按上述要求填报的,将无法登机。旅客填报虚假信息,将导致行程受阻,并须承担相应法律责任。

四、五部门联合意见

根据中华人民共和国最高人民法院、最高人民检察院、公安部、司法部、海关总署联合发布的《关于进一步加强国境卫生检疫工作依法惩治妨害国境卫生检疫违法犯罪的意见》,违反国境卫生检疫规定,实施下列行为之一的,属于妨害国境卫生检疫行为:

(一)检疫传染病染疫人或者染疫嫌疑人拒绝执行海关依照国境卫生检疫法等法律法规提出的健康申报、体温监测、医学巡查、流行病学调查、医学排查、采样等卫生检疫措施,或者隔离、留验、就地诊验、转诊等卫生处理措施的;

(二)检疫传染病染疫人或者染疫嫌疑人采取不如实填报健康申明卡等方式隐瞒疫情,或者伪造、涂改检疫单、证等方式伪造情节的;

(三)知道或者应当知道实施审批管理的微生物、人体组织、生物制品、血液及其制品等特殊物品可能造成检疫传染病传播,未经审批仍逃避检疫,携运、寄递出入境的;

(四)其他拒绝执行海关依照国境卫生检疫法等法律法规提出的检疫措施的。




 


 

 

 

 

 

COVID-19:Important Notice on Taking Xiamen Airlines Flights

In order to prevent the spread of COVID-19, and to protect our passengers from the risk of infection, we highly recommend you to carefully read the following precautions to ensure smooth travel.

Preventive measures taken by Xiamen Airlines

According to CAAC (Civil Aviation Administration of China) prevention policies of COVID-19, Xiamen Airlines is taking strict preventive measures. This includes temperature screening by Non-contact Body Infrared Thermometer at check-in counters and boarding gates. You are required to bring a mask. If it's a N95 mask, please choose the one without a valve. Please do wear it during the entire flight. Any passenger with fever(≥37.3℃), fatigue, cough or other flu-like symptoms, or who conceals their symptoms by taking medicines to control temperature will be denied boarding. If any passenger who refuse temperature screening will not be able to continue their journey as well.

If you have ever been tested positive for COVID-19, or have had contact with a confirmed or suspected case, as well as patients with asymptomatic infection in last 14 days, you are advised to change or cancel your travel plan for the time being to reduce the risks.

To strengthen the containment measures of COVID-19, in accordance with the Frontier Health and Quarantine Law of the People’s Republic of China, all travelers taking on international/regional inbound flights are required to fill in the Health Declaration Form on Entry/Exit, declaring their health conditions truthfully to guarantee safety of other travelers. Those who report their health conditions falsely, could be subject to administrative or criminal punishment according to relevant regulations and laws of People’s Republic of China. If any losses or damages to the airlines or other travelers are caused by such behaviors, they will be held accountable by laws and regulations.  

We will reserve the last three rows of seats as the quarantine area for onboard emergency on high-risk flights. If you show any symptoms such as fever, fatigue or cough during the flight, the cabin crew will take you to the area for isolation as per our containment procedures.

We will protect your personal information in compliance with relevant laws and regulations. Your health information (such as body temperatures) collected as the requirement of national containment policies will be only used for the disease containment purposes. We will not provide or disclose your information to any third-parties except the governments, airports or its authorized agents of your departure, transfer or destination countries/regions without your consent, unless we are required or permitted to do so under applicable laws.  

Officially-published preventive measures

1. According to “Notice on Further Strengthening the Health Management of Inbound Travelers Entering Fujian”, all inbound travelers to Fujian with a travel history abroad including Taiwan, Hong Kong SAR and Macao SAR of China in the past 14 days (this also applies to outbound travelers who are transferring at Fuzhou Changle or Xiamen Gaoqi Airport ), Chinese and foreign nationals alike,will be placed under a 14-day medical observation in designated places.

2. All overseas travelers entering Xiamen will receive nucleic acid testing on their first day upon arrival, as well as both nucleic acid testing and antibody testing for the second time on the 13th day during their quarantine. After finishing their 14-day medical observation in designated places, travelers who will continue their trip to other cities are required to leave Xiamen immediately; travelers who take Xiamen as their final destination are required to extend quarantine period for another 7 days either at home or in designated places and receive their third nucleic acid testing on the 20th day of their quarantine.

3. Both nucleic acid and antibody testing are required for inbound travelers entering Xiamen from Hubei Province. Those who have been tested negative will be put under a 14-day medical observation with certain restrictions and supervision by health workers. Please refer to the following situations: a. if travelers have been tested negative for  both nucleic acid and antibody testing within 7 days before arriving in Xiamen, they will be put directly under the 14-day medical observation ; b. if travelers have taken either nucleic acid testing or antibody testing alone within 7 days before arriving in Xiamen, they are required to receive the other testing they have not taken yet on the first day upon arrival. When both results are negative, they will also be put under the 14-day medical observation; c. if travelers have not taken any testing before entering Xiamen, they are required to receive both tests on their first day upon arrival. When the results are negative, they will be put under the 14-day medical observation. Plus, they are required to receive nucleic acid testing for the second time on the 7th day after arriving.

4.The expenses of accommodation and food incurred shall be borne by the travelers themselves.

5.All inbound travelers shall truthfully report personal health conditions, and cooperate with relevant departments on temperature screening, medical inspection, medical observation in designated places, nucleic acid testing, antibody testing and other measures. Anyone who intentionally conceal or falsely declare their health conditions or overseas travel history (including Taiwan, HongKong SAR and Macao SAR), who refuse to be placed under medical observation in designated places or receive medical treatment, who fail to abide by regulations on home quarantine or act in other ways that disrupt epidemic prevention and control efforts, will be held accountable by laws and regulations.

6.So far, all places nationwide have taken strict preventive measures.Travelers should cooperate with the local frontline workers in their destinations as well as their transfer cities in line with the local prevention policies.  Please allow enough time at the airport before departure to implement the prevention and control measures, avoiding any losses caused by missing a flight.  

Public announcement jointly released by Civil Aviation Administration of China (CAAC) and General Administration of Customs of China (GACC)

In order to curb cross-border spread of the virus, Chinese passengers who have purchased return air tickets from the following 26 countries (Italy, the USA, Spain, Germany, Iran, France, South Korea, Switzerland, the UK, the Netherlands, Austria, Belgium, Norway, Portugal, Sweden, Australia, Brazil, Turkey, Malaysia, Denmark, Canada, Israel, Czech, Ireland, the Philippines and Thailand) are required to fill in and report their health information in advance for epidemic prevention. Specific requirements are as follows:

1. Starting from April 8, 2020, passengers who have purchased tickets need to log in the international version of the health QR code in the Wechat mini program to fill in their personal information, daily health status and travel history. The information can be filled in by others under special circumstances.

2. April 8 to April 22 will be the transition period. Chinese passengers taking flights during this period shall report their information on a daily basis starting from April 8. For Chinese passengers taking flights after the transition period, their information shall be reported on a daily basis starting from the 14th day before boarding the flight.

3. If passengers failed to fill in and report their information in compliance with the requirements above, their boarding will be denied. Passengers who fill in and report false information, will self-inflict travel hinderance and will undertake corresponding legal liabilities.

Joint guideline released by five authorities of P.R.China

According to a guideline jointly released by five authorities - the Supreme People's Court, the Supreme People's Procuratorate, the Ministry of Public Security, the Ministry of Justice and the Central Administration of Customs of P.R.China, those who have the following behaviors will be identified as disturbing border health and quarantine:

The infected or the suspected of being infected who refuse to make a health statement, take temperature screening, medical inspection, epidemiological history investigation, medical sampling; or object to isolation, detention quarantine, on-site testing, referral or any other measures that are adopted by customs according to Boarder Health and Quarantine Law.

The infected or the suspected of being infected who intentionally conceal their infectious diseases by means such as falsely reporting their health conditions, or forging or altering the health statement card.

Anyone knowing or ought to know that special items such as microorganisms, human tissue, biological products, blood, or their derivative products, which are subject to approval management, might cause transmission of quarantined infectious diseases, but escapes quarantine without approval, and make cross-border transport or mailing.

Those who refuse to perform other quarantine measures from the customs in accordance with laws and regulations such as the Boarder Health and Quarantine Law.
